The official use of the serial ROM socket, as it was called, was to take additional Speech Phrase ROMs (although none were ever issued) and serial games and utilities (although none were ever issued). I couldn't open up this Beeb as people were looking, but I would suspect this isn't the speech upgrade socket but a sideways ROM socket connected by a bit of ribbon cable to a ROM socket inside.
