Also, but not very easy to show in a picture, is that the formatter only stepped the disc once, so it must have formatted head 0 and then head 1 for each track before stepping. It can't do that for verification because the track numbers wouldn't match up with what the verifier expects, so after track 79, it rewinds the head to track 0 and verifies the other side of the disc.
